Are these websites considered child ? confused...?

i was on myspace and cruising some profiles, and came across a kid i know from HS who has a picture of what looks like a young girl maybe 16 in a skimpy outfit. there was a link to the pic so and so. curiousity takes me to the site and shockingly there is 1,000 of pics of girls young as 13 to 17. they are not naked, but some are close very close. isnt that considered child . its not like they are hiding these type of websites. in the search engine it shows 910,000 search results.
