Does atmospheric pressure increase or decrease the formation of clouds?

Ok i have a project due tomorrow and i did all of this research but still have not come up with a plain answer. So tell me, does atmospheric pressure increase or decrease the formation of clouds? My hypothesis is that it decreases but i'm not quite sure.
